What balance are you getting from the Board of Directors of CNRS held yesterday in fairly incredible conditions
The Board of Directors is home. With the Scientific Council and the Joint Technical Committee, it allows us to operate. The principle of the establishment of disciplinary institutes has been accepted by the Scientific Council and then by the Board of Directors. This reform will take effect in the spring of 2009. The concept of a CNRS both agency resources and research operator was adopted.

What is the purpose of this reform
It is to make more efficient the French system of research with universities rooted in the region and an organization in networks carried out by a national CNRS. The Organization of the CNRS in disciplinary institutes and poles which overlap disciplines to better respond to the complex issues facing our society. We are not in the nature of a university or high school. The research, it is a mixture of competition and collaboration. If we do not conduct this reform, the risk is that the France wilt scientifically at the international level.
Researchers continue to demonstrate are therefore a minority
I can't the measure. CNRS, representative trade union organizations of staff are regularly consulted, although I regret that the elected members have not wanted to sit on the Board of Directors.
Some institutes pose specific problems
Following the procedure in force in our Organization, we have voted the creation of 9 disciplinary institutes, to replace the existing scientific departments. This creation reaffirms the inherently multidisciplinary nature of the organization. An tenth Institute of science and information technologies has been requested by the Government and we start to this end, the consultation procedure in accordance with our statutes. France, the computing potential is overwhelmingly University, and we expect 6 teachers-researchers for a researcher of CNRS. The organisation of Inria and CNRS are different, one works with with project teams, and the other with mixed units research with universities. We must find a coordination.
And for the life sciences
The problem is very different. The CNRS is multidisciplinary and all sciences should be present. In agreement with the Ministry, we create an Institute of biological sciences. On the other hand, the life sciences are a much larger area. For example, the English model, which is extremely effective, includes 3 institutions, one for biology (BBSRC), one for the medical (MRC) and a Department of health. It is clear that our system should be coordinated for the life sciences, to ensure a distribution of appropriate tasks.
Are you satisfied with the 2009 budget
The budget which was voted is a little more than EUR 3 billion. It is on the increase from last year. Given the current economic context, it is a good budget. It will enable us to improve the international attractiveness of the careers of researchers and engineers, to maintain the support of the laboratories at the same level as that of 2008, and amplify the investment, including 17 increase in the contribution of the CNRS at the Soleil synchrotron.
And staff
My position is clear: I maintain that it is necessary to have good salaries for good researchers. We will accelerate the promotion of the best of them.
The reform of the CNRS is so black.
We are not completely at the end of the path. We must now that researchers appropriated this reform. Next decisions will be to clarify the balance between our research operator role and means agency. I am very determined that this reform is in the interest of our country.
