It is a compass that the Budget Minister, Eric Woerth, wants at all costs preserve. The stimulus and the collapse of tax revenues were stealing shattered the objectives set by the first triennial Act of programming of public finance (2009-2011). Public expenditure must thus leap 3.2 volume this year, the State deficit exceed 105 billion euros. But, while Bercy began preparing the 2010 budget, there are still a few "dykes", namely the continuation of the replacement of a staff member on two starting retirement a rule recalled in February by the Prime Minister, François Fillon, in his letter of framing , and appropriations for the budgetary tasks already set for 2010 and 2011. "The Act of programming has not collapse in the crisis, launched yesterday Eric Woerth at a symposium at Bercy. Expenditures by mission will be held, except in exceptional cases. 
A small margin

The Government having grouped the stimulus measures in an ad hoc mission led by Patrick Devedjian, this implementation mission, the rule spending volume stability continues to prevail for the 29 permanent missions. This means that value, the credits should not grow faster than inflation, currently scheduled to 1.4 in 2010. In reality, the departments will have a small margin, since the Act of programming had fixed expenses that they might incur the next year and the next on the basis of 1.75 inflation. However, the mission credits are only indicative (Nothing prevents Parliament change in Finance Act). But if the envelopes can be adjusted, they should not increase the overall ceiling. A so-called reserve "budgetisation" of EUR 600 million is also expected in 2010 for cases of force majeure".
On these bases, and to set the numbers of 2010 and 2011, Eric Woerth began to meet with various Ministers, which can send requests for exceptional matched. "I see much less this year with the Act of programming", welcomed.
Discussions also focus on the 2009 performance, marked by much lower than expected inflation (Insee table now on 0.4). Thus, the Ministry of defence won't dispose of completeness of the billion euros expected from real estate disposals, but (investment including) spending are also lower than forecast.
Discussions enough bright
For some departments, however, 2010 budgets will clearly be insufficient. This is the case for example of agriculture, the payment appropriations were to decrease by EUR 300 million, with a reorientation of European aid to farmers against crops. The prices of agricultural raw materials (cereals) fell, these economies will not be at the Rendez-vous.
The mission "working and employment" is even more problematic. The credits have been revised upward for 2009, but they were then back significantly in 2010 ($ 12.2 billion to 10.7 billion). Or measures for employment (CTP, youth employment, contracts helped, etc.) accumulate and shall be applied on the duration. "Certain additional expenses such as those for employment will not immediately narrowed," recognizes Eric Woerth.
Discussions may be also quite bright with local communities, knowing that the competition of the State grew this year on the basis of an inflation forecast of 2, largely overvalued.
